Connect case_inputs.csv. Interpret Month as the first day of its YYYY-MM period and Loans as a number. Each row is one neighborhood-month.
Create: (1) chronological monthly SUM(Loans), (2) neighborhood SUM(Loans), (3) a detail table.
Use labels and a zero baseline for bars. Apply the neighborhood filter consistently.
Expected: January 60; February 80; March 90. North 120; South 110; all 230.
North-only 120; February-only 80; reset 230.
Add April North 45 and South 35 to a copy: total 310.
